Camera Surveillance

Camera systems are increasingly used to maintain order and security in the public and private domain. They are used to protect buildings, goods and persons, as an addition to police surveillance on the streets. The footage of the cameras is used by the police to act in case of undesired situations or in investigations.

 

Besides the technical requirements for image quality, these camera systems must comply with privacy regulations. These privacy regulations apply to organizations that carry out camera surveillance. In the Netherlands, for example, the ‘CCV-Beoordelingsrichtlijn Cameratoezicht Openbare Plaatsen’ is used. A guideline on public camera surveillance.

 

What is a guideline on public camera surveillance?  

In our example we use the Dutch CCV-Beoordelingsrichtlijn Cameratoezicht Openbare Plaatsen. This guideline provides certification requirements for exploiting a camera system. For instance, requirements regarding the protocol, the quality of live and stored images, and providing camera footage to others, such as the police department. The guideline also states requirements regarding the building in which the surveillance center is located and the quality management system of the organization, including personnel, procedures and work instructions.

 

Legal requirements: Wpbr & Rpbr

Since April 2019 the Dutch law states that security surveillance centers must comply with the regulations stated in the Wpbr and Rpbr. Both are part of Dutch law specifically aimed at security organizations. Requirements for surveillance centers are stricter now, and they must comply with the same requirements as alarm receiving centers.

 

Among other things, surveillance centers must show that they work according to a quality standard. Creating operational requirements for the camera system, a camera plan, a test and delivery report and contractual agreements for the surveillance center is needed to proof that the quality standard is complied with. The standard EN-IEC 62672 explains how to implement this.

 

However, surveillance centers do not only have to show the quality of their products and services. Since they have to comply with the Dutch security laws, they have to comply with the constructional and technical requirements as well. These are the same requirements applicable to alarm receiving centers, stated in the standard EN 50518.
